Unspent millions: In 2022, the New Orleans City Council handed nearly $4.5 million in federal funding to the city's Office of Criminal Justice, aiming to improve ankle monitoring for juvenile offenders. Almost two years later, none of that money has been spent. Gabby Killett has the details.
