Good morning.

VP candidates hold a more presidential debate After a raucous debate between President Donald Trump and former Vice President Joe Biden last month that was marked by constant interruptions, name-calling and a moderator unable to control the discussion, Wednesday night's vice presidential debate marked a return to a more traditional affair. NPR's Dierdre Walsh has the key takeaways.

Gov. Tim Walz has called state lawmakers back to the Capitol next week for a fifth special session of the Minnesota Legislature in order to extend the peacetime emergency for another month. Christopher Magan in the Pioneer Press reports , "The Democratic governor has argued he needs the special powers, in place since March, so that state government can 'quickly and effectively respond to the COVID-19 pandemic.' Republicans in control of the state Senate may try to end the peacetime emergency, as they’ve done repeatedly since Walz recalled the Legislature to continue his emergency powers. Each of their previous efforts has died in the House, where the DFL Party has a majority."

All 201 legislative seats are on the ballot this year, but much of the attention is on the 67 seats in the state Senate. That is where Republicans hold a narrow 35-32 advantage. MPR News reporter Tim Pugmire checks the pulse in these key districts that will determine who controls the Minnesota Senate.
