WIRES CROSSED: When the mother of a 15-year-old New Orleans boy called 911 this week to report that he’d been shot, the emergency center promptly dispatched a police officer – to an address more than two miles away. It was the latest mishap for a public agency that’s run up a variety of complaints about long hold times and flubbed calls, leading to frustrations with first responders during a three-year surge in carjackings, shootings and murders. PAY RAISES: In the final budget of his eight-year tenure, Louisiana Gov. John Bel Edwards on Friday proposed a $45.7 billion spending plan with $2,000 salary raises for public school teachers, more money for higher education and pay hikes for police.
