A fight over COVID money ties up a housing project

About a year and a half ago, Baton Rouge was flush with cash from the big COVID aid bill Congress had just approved, and one of the things city leaders wanted to do was spend $6 million to help a housing project in north Baton Rouge. 

But now the project is in limbo. Parish leaders say the developers won't agree to rules meant to ensure the money is spent how it's supposed to be, but the developers and the local Metro Council member say the city is just putting up unnecessary roadblocks for a project the area badly needs.

Here's a look inside the tensions, and what they mean for both the project and city politics.
