What the State of the City missed

Mayor Brandon Scott gave his State of the City address today. Among the various plans he announced were: an anticipated investment in police reform, via a smart policing program to focus on violent and emergency crimes; housing reform, through the BuyIntoBmore program and increased removal of vacant buildings; and school reform, with an over $65 million investment in Baltimore public schools, along with a year-round YouthWorks Academy.
 
For all it did cover, the State of the City remarks addressed neither the city's plans to combat the digital divide nor how Baltimore's tech industry interacts with the broader community.
