Draft budget for 2024
On 7 June, the Commission presented its draft budget for 2024, amounting to €189.3 billion in commitment appropriations. The main items are the common agricultural policy with €53.8 billion, regional development and cohesion with €47.9 billion, partnerships and interests in the world with €15.8 billion and research and innovation with €13.6 billion. New measures regarding irregular migration
On 7 June, the Commission presented an action plan for the migratory routes of the Western Mediterranean and the Atlantic. This plan comprises 18 measures organised into 2 pillars: strengthening dialogue with partner countries and reinforcing operational measures concerning search and rescue, return procedures and the fluidity and speed of voluntary solidarity. Proposal to set up an ethics body
On 8 June, the Commission proposed the creation of an interinstitutional ethics body. The aim of this body will be to set common standards for the ethical conduct of members of the European institutions and to create a formal mechanism for coordination and exchange of views on ethical requirements between the institutions... Infringement procedure against Poland
On 8 June, the Commission launched infringement proceedings against Poland following the entry into force of a law setting up a State Committee to examine Russian influence on Poland's internal security between 2007 and 2022. Meeting of Home Affairs and Justice Ministers
On 8 June, Home Affairs ministers reached an agreement on the regulation on asylum and migration management and the regulation on asylum procedures. The former replaces the Dublin Regulation for determining which Member State is responsible for an asylum application. The second establishes a common procedure across the EU for dealing with applications for international protection. The Justice ministers, meeting on 9 June, adopted five general guidelines relating to the fight against organised crime, the protection of public debate, the fight to combat violence against women and the criminalisation of breaches of EU sanctions... Sanctions against 9 people responsible for the conviction of Vladimir Kara-Murza
On 5 June, the Council imposed sanctions on 9 individuals responsible for the conviction of Russian opposition figure Vladimir Kara-Murza. WTO agreement on fisheries
On 8 June, the European Union formally accepted the World Trade Organisation (WTO) agreement on fisheries subsidies. 34 WTO members have so far accepted the agreement, which will come into force once two-thirds of the 164 members have ratified it. Strengthening the Euro-Tunisian partnership
On 11 June, during a visit to Tunis alongside Giorgia Meloni and Mark Rutte, Ursula von der Leyen announced that the Commission was ready to mobilise €900 million in macro-financial aid for Tunisia, as well as a further €150 million from the European Investment Bank. She announced that the European Union would provide Tunisia with €100 million for border management and that a "Tunisia" window would be created in the Erasmus + programme supporting student exchanges, with a budget of €10 million... This judgment confirms that the CJEU has jurisdiction to review a Member State's compliance with values and principles such as the rule of law, effective judicial protection and the independence of the judiciary... Annual report on the health status of European bathing waters
On 9 June, the European Environment Agency (EEA) published its annual report on the health status of European bathing waters, covering 21,658 bathing sites in the 27 Member States, 119 in Albania and 196 in Switzerland. The Agency notes that the quality of European bathing water was high in 2022, with 85.7% of bathing sites classified as excellent and 95.9% meeting minimum water quality standards. On 6 June, the Bulgarian Parliament approved the appointment of the new Prime Minister, Nikolay Denkov, and the composition of his government. The new government includes 4 women out of 19 ministers, and brings together the Continue the Change/Democratic Bulgaria coalition (centre) and GERB (centre-right). Nikolay Denkov will lead the government for 9 months, before handing over to former European Commissioner Mariya Gabriel (GERB), who led the negotiations to form the government. A Eurobarometer survey published on 6 June, one year ahead of the European elections (6 to 9 June 2024), shows that people are more interested in voting than they were in 2018, a year before the 2019 elections. 56% of the public say they are interested, compared with 50% five years ago. 67% of those questioned say they would vote if the elections were held next week.
