Roger Browne, Toronto’s director of traffic management, is leading the fight against the city’s soul-crushing congestion—and he genuinely thinks he can win. “A lot of people remember the good old days of driving downtown without hassle, but that’s no longer realistic,” says Browne. “Nobody drives into Manhattan or Paris or London anymore.
