BY DOUG GRAHAM | Staff writer Storm recovery: Much of southern Louisiana spent Thursday assessing where things stood after Hurricane Francine hit the state Wednesday afternoon and took an eastern track through the state. For some areas, including Baton Rouge, the damage was minimal. But thousands in the state spent the day without power, and the storm downed hundreds of trees and caused flooding in some areas.
