Too many cooks? The New Orleans Sewerage & Water Board is overseen by a board controlled by the mayor, has its funding determined by the City Council and it is regulated by the state law. That's too many masters, according to the Bureau of Governmental Research, and likely a reason why the agency has historically failed to do its job protecting the city. Ben Myers has more on what the watchdog group recommends should be done about it. Hey, the pizza guy's here: Leonard Franques, a Lafayette businessman best known for owning a string of Pizza Hut franchises, didn't work at the Louisiana Department of Wildlife and Fisheries. That didn't stop him from being in the center of many dealings by the agency, which was run by his close friend, Jack Montoucet. Reporter Sam Karlin got his hands on some emails from the agency, now caught up in a major bribery scandal. An arrest, and an apology: The NOPD announced an arrest in connection with the shooting of Asia Davis, a 28-year-old mother and certified nursing assistant found shot to death recently and Mayor LaToya Cantrell and interim Superintendent Michelle Woodfork addressed the recent spate of violence against women. Cantrell's remarks included an apology for recent comments in which she suggested the women might have had a role in criminal activity. Missy Wilkinson and Ben Myers have the story.
