The president's speech — delivered before a small crowd with the aging I-10 bridge as a backdrop — focused more on his infrastructure proposal than the hurricane-hammered parish. But he made a point of acknowledging the need for more recovery aid and commending denizens of the Bayou State for their resilience. "I believe you need the help," he said. "We're going to try to make sure you get it. But the people of Louisiana always have picked themselves up, just like America always picks itself up." Other highlights from the trip: On the tarmac of Chennault International Airport, Biden bonded with fellow Catholic Gov.
