A similar bill passed last year, but Gov. John Bel Edwards vetoed it. This story looks at why lawmakers ran it again, and what the chances are of it becoming law this time. Some parents are continuing to protest the East Baton Rouge school district's plan to re-assign more than 230 teachers.
