  "We express no view on the merits," the court said in a one-page decision. The court essentially agreed Trump's new, permanent travel ban made the objections to the earlier ban moot. The decision effectively wipes the record clean, meaning that opponents of the travel ban now must argue their case based on Trump's new proclamation.
