  The announcement came just hours after President Trump praised earlier estimates that only 16 people had died since the deadly storm hit the U.S. territory two weeks ago. He added that while "every death is a horror," the devastation has not been "a real catastrophe" on the same scale of Hurricane Katrina, which killed some 1,800 people in New Orleans in 2005.
