  The lapses in medical research projects on dogs at a VA in Virginia helped fuel a push in Congress to cut off money for such experiments nationwide. Some of the experiments, defended by some medical research experts, include sawing the top of the skulls of Beagle puppies and inducing heart attacks in other dogs.
