Washington Attorney General Bob Ferguson charged two Tacoma police officers with second-degree murder in the death of Manuel Ellis, a Black man, while in their custody in March 2020. A county medical examiner ruled Ellis' death a homicide and said he died of respiratory arrest due to hypoxia as a result of physical restraint. A third officer was charged with first-degree manslaughter. |
