Today, the Prime Minister and Treasurer announced changes to JobKeeper and JobSeeker (formerly Newstart Allowance). JobKeeper will be extended until 28 March 2021 and the temporary Coronavirus Supplement for those on JobSeeker will be extended until 31 December 2020.

Key dates
  • From 28 September 2020, JobKeeper will be reduced from $1,500 a fortnight to $1,200 for full-time workers and to $750 for part-time workers (less than 20 hours of work a week).
  • From 4 January 2021, this will be reduced to $1,000 for full-time workers and $650 for part-time workers.
Eligibility
  • From 28 September 2020, organisations seeking to claim JobKeeper payments will be required to reassess their eligibility with reference to their actual turnover in the June and September quarters 2020.
  • Organisations will need to demonstrate that they have met the relevant continuing decline in turnover test in both of those quarters to be eligible for JobKeeper from 28 September 2020 to 3 January 2021.
  • Organisations will need to further reassess their eligibility in January 2021 for the period from 4 January to 28 March 2021. Organisations will need to demonstrate that they have met the relevant continuing decline in turnover test in each of the previous three quarters to remain eligible for the March 2021 quarter.

From 11.59pm on Wednesday 22 July, there will be changes in restrictions to help reduce the risk of the virus spreading.
  •  When leaving home for one of the four reasons, people 12 years and older must wear a face covering, unless an exemption applies.
  •  If you are in the car alone or with someone from your household, you do not need to wear a face covering. 
  • You should put your face covering on before you leave your car.  If you are driving your car for work, such as deliveries, or with people from outside your household then you are required to wear a face covering.
  • If you are doing strenuous physical exercise you do not need to wear a face covering but you must carry one with you. Strenuous exercise includes activities like jogging, running or cycling but not walking.
  • People who live in metropolitan Melbourne and Mitchell Shire must not attend a wedding outside these areas, unless they are working as the celebrant. The celebrant must wear a mask.
  • People who live in metropolitan Melbourne and Mitchell Shire cannot hold a wedding outside these areas, even if a booking has already been made.

Support to help businesses and workers through to the other side of the coronavirus pandemic 

The new $534 million Business Support Package will provide more support to help businesses and workers through to the other side of the coronavirus (COVID-19) pandemic.
  • The expanded Business Support Fund providing more than 80,000 eligible businesses with a new $5,000 grant to support them through the renewed restrictions. This grant was previously made available to the 12 postcodes linked to outbreaks. It will now apply to all areas under Stage 3 restrictions.
  • $30 million dedicated fund for Victoria’s night time economy to support the hardest hit businesses in hospitality.
  • $26 million in mental health support will ensure Victorians dealing with the compounding challenges of running a small business can get the support they need as they navigate their way through the crisis.
  • $10 million business mentoring program, pairing small business owners with experienced professionals who can help them navigate their way through the crisis.
  • $40 million capped fund for regional tourism businesses to cover the costs of refunds.
  • $20 million fund to support small businesess in Melbourne’s CBD that are faced with a large and sustained shock to their trading environments.

Council's partnership with the Small Business Mentoring Service (SBMS) and ION Group provides businesses with vouchers to access to mentoring support. Sessions are provided either online via Skype/Zoom or by telephone.

SBMS - Small Business Mentoring Service

The SBMS provides mentoring for:
  • translation services to address businesses needing cultural and language support 
  • tick boxes where businesses need specific support on aspects of day-to-day business operations - resourcing mentors with specialist skills in accounting, cash flow, HR, marketing, export etc 
  • SBMS offer wide-ranging supports in specific areas - more operational than strategic 
  • deals with start-ups, exits and traditional ways to grow your business
SBMS looks at specific issues to address operational issues.  

ION Group - Leigh Crocker and Team 

ION Group provides mentoring for:
  • an opportunity to review your situation and gain perspective and guidance on how to manage your specific business challenges
  • a sounding board to your current planning and business strategy
  • adaption strategies - how to re-open, reinvent and rebuild your business after COVID-19?
  • clarity on how to provide the leadership and stability needed to navigate the COVID-19 crisis and challenges
  • new business and marketing strategies to generate additional income and reduce dependency on current business operations affected by COVID-19.
ION Group looks at the ‘whole business’ and advises you on how to optimise your energy and resources for survival and growth. Our focus is giving participants a framework for business decision-making that will strengthen their business planning and management. ION Group specialise in working with businesses in crisis and transition.
