Budget battle: The Louisiana House passed a $42.8 billion state budget that omits Gov. John Bel Edwards' proposed pay raises for teachers, James Finn reports. The plan now heads to the Senate, where it faces opposition. 


Flood insurance: Homeowners with low incomes would pay less for flood insurance under changes FEMA has pitched, Mark Ballard reports. The changes would also see FEMA drop coverage for homes that flood repeatedly. 


Labor bills die: Bills that would set a state minimum wage and bar employers from discriminating against LGBTQ+ workers died in a House labor committee this week, over objections from supporters, Finn reports.
