Can Louisiana stop riots, escapes in juvenile jails?

Numerous escapes. Multiple riots. Over the past few years, Louisiana's juvenile prisons have faced serious turmoil, leading to federal scrutiny and a last-ditch plan to house youths at Angola — a plan that a federal judge ended up tossing out. 

One big problem state officials blamed was the closure of a youth facility in Monroe that once held the 'highest-risk' detainees but was badly damaged in a riot. Now, that facility is reopening soon, and the state hopes it can better seperate the most dangerous offenders from other teens.

Bayou Lafourche used to be a bustling waterway. But then the bayou was dammed, and it slowed to a trickle.
