Three months ago, Mayor LaToya Cantrell’s administration announced a plan to eradicate widespread homelessness in New Orleans and clear out the large encampments that had sprung up throughout the city. The effort has hit a few snags, but city officials are telling frustrated residents and business owners that a large encampment in Treme will be closed before Mardi Gras.
