Cedric Richmond after he crashed his Mercedes into a tree followed "policy and procedure." This despite the fact that Richmond was disoriented and slurring his speech. Partial short-term rental ban proposed: The New Orleans City Council is proposing a one-year ban on new short-term rentals and hostels in the Central Business District and other commercial areas. Ben Myers reports that housing advocates and tourism groups are supporting the measure, which could see a vote as soon as Thursday.
