Stalemate for the EU Brexit has been postponed once again, as has the start of the new EU Commission. One might think that Europe had come to a standstill if it weren’t for the commotion that accompanied both of these decisions. But there is some movement. Where it will lead as far as the UK is concerned, no-one can say with any certainty, but at least the EU is still functioning. In Brussels, it is of no great concern that the Juncker Commission may have to continue in office after 1 December. The fact that the EU, at least, is capable of action was in evidence this week in Shanghai. Representing the EU in peripheral talks at the China International Import Expo, along with France’s President Macron and German Minister of Research, Anja Karliczek, was the Irish Commissioner, Phil Hogan. He is currently still responsible for agriculture but is set to take over trade policy in the new EU Commission. The aim is to avoid any hold-ups and bring about progress in the negotiations on the investment protection agreement between the EU and China that is due to be signed in the coming year.
