City hits snag in talks with airlines to pay for new terminal at Cleveland Hopkins airport

Documents shared with city council show the total cost of the project now at $2.9 billion, including $1.1 billion for the first phase and $1.8 billion for later phases. Previously, the entire project was listed at about $2 billion.
