Lakefront transformation: The city of Cleveland and the Browns propose building a broad elevated park that would soar over railroad lines and the Shoreway and expand public access between downtown and the lakefront, reports Robert Higgs. The project envisions a long, gradually sloping green ribbon that would connect Mall C downtown to North Coast Harbor and land adjacent to FirstEnergy Stadium, spanning the gap between the city’s downtown and the waterfront.
Will it work? The $229 million new plan is well-timed, writes Steven Litt, in an analysis. The payoff could be significant, freeing up more than 70 acres of land for development and triggering private, tax-generating investment potentially worth hundreds of millions of dollars. The renderings and a video prepared by the design team depict gleaming offices, hotels, and apartments springing up around the Mall extension, which would be topped with gardens and a broad esplanade connected to FirstEnergy Stadium.
Vax-a-million: The Vax-a-Million drawing in which five vaccinated Ohioans will each win $1 million will likely drive up demand for shots among people who have been thus far hesitant, Laura Hancock reports. Ohio may see a 3-8% increase in vaccinations. However, it is an open question whether the new demand will be enough to justify the spending of $5 million in coronavirus relief funds on a lottery instead of other public health efforts.
Income tax: With the end of Ohio’s coronavirus restrictions, does this mean the days of cities collecting income tax from remote workers have come to an end, too? No, reports Courtney Astolfi. While the public health orders will soon be lifted, the state of emergency declaration remains. Under current law, cities’ abilities to tax remote workers who live and work outside of their borders is set to expire in August. Marijuana effort: Bainbridge Township Republican Rep. Dave Joyce is leading what organizations that lobby for cannabis legalization say is the first Republican-led effort to repeal marijuana laws. Sabrina Eaton reports the efforts aims to remove marijuana from the list of federally controlled substances, allow the Department of Veterans Affairs to prescribe medical cannabis to veterans, and direct the federal government to regulate the cannabis industry as it already regulates alcohol.

New numbers: On Friday, Ohio reported 87 new coronavirus deaths, bringing the state’s total COVID-19 death toll to 19,528, and 1,014 new cases. On Saturday, Ohio added 919 cases. 618 new cases were added Sunday, the smallest one-day increase since last August.
Stimulus watch: The nearly $2-trillion federal stimulus plan passed earlier this year is delivering an unprecedented injection of cash into state and local governments across the country, including $5 billion for the state of Ohio and more than half-a-billion-dollars for Cleveland alone. Masks not required: Fully vaccinated people in Ohio will no longer be required to wear a mask except when in certain crowded indoor settings, Jeremy Pelzer reports. A day after the CDC issued new guidance, DeWine said Ohio will still require mask use in a health care setting, when people are travelling on airplanes or public transportation, and when they are in a business that chooses to require masks.
Gonzalez interview: U.S. Rep. Anthony Gonzalez credited his football career with helping him ignore outside “chatter” — including the Ohio Republican Party’s recent rebuke of him for voting to impeach former President Donald Trump — and concentrate on results. In an interview with Doug Lesmerises and Nathan Baird for cleveland.com’s Buckeye Talk podcast, Gonzalez characterized the resolutions passed by the state party last week — which censured him and called for his resignation — as “just noise.”
House masks: U.S. House Speaker Nancy Pelosi’s decision to keep masking and physical distancing requirements on the House of Representatives floor despite new CDC guidance has upset Holmes County GOP Rep. Bob Gibbs. Sabrina Eaton reports he sent Pelosi a letter to protest the policy.
Church tour: The century-old, former Holy Ghost Byzantine Catholic Church in Tremont’s neighborhood will soon become a wedding and event venue, and David Petkiewicz has photos of the space.
Parole board: Civil-rights advocates say the Ohio Parole Board unfairly allows confidential letters written by victims’ family members to play a role in the panel’s decisions on whether to grant prisoners parole. John Caniglia reports that inmates and their lawyers cannot challenge the letters or dispute their contents.
Say Yes: Leean Andino is the first Say Yes to Education Cleveland scholarship student to graduate from college Saturday, with a bachelor’s degree in psychology from Cleveland State University she earned in just two years. Cameron Fields reports she’s not sure what kind of career she’d like, but is leaning toward working with a nonprofit. The Cleveland chapter, which started in 2019, helps make college free for virtually every Cleveland Metropolitan School District graduate.
Midge season: Midges have emerged from Lake Erie, and the small, plumed flies are landing all over window screens, cars, and anything in their path. May is the usual month for midges, which hatch when the lake warms to a temperature comfortable for the flies to emerge from the pupal stage, reports Alexis Oatman.
