On Tuesday, FCC Chairman Ajit Pai called on wireless carriers to waive the October bills for those affected by Hurricane Michael and said that the slow progress in restoring wireless service in areas near Michael's landfall is completely unacceptable.1
We commend Pai’s actions; however, we’re disappointed that the FCC failed to issue a similar call in the wake of Hurricane Maria — which took the lives of more than 3,000 Puerto Ricans and obliterated the island’s communications infrastructure.
The ability to communicate is a life-and-death issue, especially during a disaster. We’re calling on the FCC to appoint an independent commission to examine the causes of the communications crisis in Puerto Rico following Hurricane Maria, and to develop recommendations to avoid such failures in the future.
It’s been over a year since Hurricane Maria struck Puerto Rico, and there’s still so much we don’t know about how our government and telecom companies prepared for and responded to the crisis.
We need to learn more about the investment and policy decisions telecom companies and the government made throughout the years that resulted in a communications network that couldn’t possibly withstand a major hurricane. The lack of a resilient communications infrastructure contributed to the death toll by leaving people on the island unable to call for help. And somewhere between 3,000–5,000 people died as a result of all of this.2
Puerto Ricans deserve better. We cannot allow the Trump administration to forget or trivialize one of the deadliest hurricanes in U.S. history. Tell the FCC to do its job and investigate the causes of the communications failure in Puerto Rico.
One year later we’re in the midst of another hurricane season, and communications networks on the island have yet to fully recover. Parts of Puerto Rico still have intermittent internet and phone service.3
Puerto Ricans deserve a comprehensive examination that fully explores why the communications infrastructure failed, and that properly evaluates efforts to restore and improve service.

El martes, el Director de la FCC Ajit Pai pidió a los proveedores inalámbricos que perdonen las facturas de octubre para las personas afectadas por el Huracán Michael y dijo que el lento progreso en restaurar el servicio celular en las áreas cerca del camino de Michael es completamente inaceptable.1
Encomiamos las acciones de Pai; sin embargo, nos decepciona que la FCC no hiciese un llamado similar tras el Huracán María — que se llevó las vidas de 3.000 puertorriqueños y arrasó la infraestructura de comunicaciones de la isla.
La capacidad de comunicarse es un asunto de vida o muerte, especialmente durante un desastre. Pedimos que la FCC establezca una comisión independiente para examinar las causas de la crisis de comunicaciones crisis en Puerto Rico después del Huracán María, y que desarrollen recomendaciones para evitar los mismos fallos en el futuro.
Ha pasado más de un año desde que el Huracán María azotó Puerto Rico, y todavía hay tanto que no sabemos acerca de cómo nuestro gobierno y las compañías de telecom se prepararon y respondieron a la crisis.
Tenemos que saber más sobre las decisiones de inversión y de política que las compañías de telecom y el gobierno tomaron durante tantos años, que resultaron en una red de comunicaciones que de ningún modo podrían resistir un huracán fuerte. La falta de una infraestructura de comunicaciones resistente contribuyó al número de muertes al dejar a mucha gente en la isla sin capacidad de pedir ayuda. Y entre 3.000–5.000 personas murieron como resultado.2
El pueblo de Puerto Rico merece algo mejor. No podemos permitir que la administración de Trump olvide o trivialice uno de los huracanes más letales en la historia de EE. UU. Dígale a la FCC que cumpla su deber e investigue las causas del fallo de las comunicaciones en Puerto Rico. Un año después estamos en medio de otra temporada de huracanes, y las redes de comunicaciones de la isla todavía no se han recuperado del todo. Hay partes de Puerto Rico que siguen con servicio de internet y teléfono intermitentes.3
La gente de Puerto Rico merece una examinación completa que explore a fondo por qué la infraestructura de comunicaciones falló, y que evalué adecuadamente los esfuerzos para restaurar y mejorar el servicio.
