Onward for the jail expansion: The long-delayed, court-ordered expansion of the Orleans Parish jail is at least $31 million over budget and has no political support among city officials. And even though mentally ill inmates make up over half of the 1,000 people incarcerated there, the annex is expected to hold only about 90 beds. Crews will break ground on the project as early as July. Joseph Cranny explains what's going on.
