The St. Paul City Council is taking a landmark step toward rent control in Minnesota tonight, as city officials get a report from a group tasked with recommending how the city should implement its new rent stabilization policies.  

St. Paul voters approved a rent stabilization ordinance in November. It capped most annual rental increases at three percent. It will likely be the first such regulation in the state. 

The new report recommends a 15-year exemption from the policy for new construction and a just-cause provision requiring landlords to cite a reason when terminating a lease.
