HighlightsCredit Suisse-Fiasko: Hat der Kapitalismus versagt?Das Credit Suisse-Debakel dient vielen Antikapitalisten dazu, die Schuld auf die liberale Marktwirtschaft zu schieben. Doch beim heutigen Finanz- und Geldsystem handelt es sich mitnichten um ein kapitalistisch organisiertes System. Eine planwirtschaftliche Geldpolitik, die das natürliche Zinsniveau heruntermanipuliert, hat einerseits zum Schrumpfen der Gewinne in der Bankenbranche beigtragen. Andererseits führte die Ãberregulierung des Finanzsektors zu einer starken Konsolidierung der Branche. Das von der Politik beklagte «too big to fail»-Problem ist also selbstgemacht, wie Olivier Kessler in einem aktuellen Beitrag belegt. Bruttoinlandsprodukt: Das grosse MissverständnisDie meisten Mainstream-Ãkonomen greifen auf das Bruttoinlandsprodukt (BIP) zurück, um zu messen, wie stark eine Volkswirtschaft gewachsen ist. Doch das BIP hat diverse Schwächen, wie Frank Shostak in einem aktuellen Beitrag argumentiert. Es misst z.B. vor allem die Nachfrage, obwohl die Ersparnisse viel wichtiger für die Wohlstandssteigerung sind. Weil das BIP ausserdem in Geldeinheiten gemessen wird, bringt ein BIP-Wachstum vor allem das Geldmengenwachstum zum Ausdruck. Ein steigendes BIP bedeutet damit paradoxerweise in vielen Fällen eine Schrumpfung des tatsächlichen Wohlstandswachstums. Die 20 Sozialgesetze von Felix SomaryKaum einer kennt ihn noch, doch es lohnt sich, ihn wieder neu zu entdecken: Felix Somary, der Banker, der in die Zukunft blicken konnte. Somary, ein von der Ãsterreichischen Schule der Nationalökonomie geprägter Universalist, hatte keine Zauberkräfte. Er hatte vielmehr ein Gespür für die inneren Vorgänge der Gesellschaft. Er las anhand von Geldflüssen, Zinsfüssen und Verschuldungsquoten schon vorab heraus, was später in der Zeitung stehen würde. Ausgehend vom Befund der zunehmenden Machtkonzentration, den Somary schon für seine Zeit stellte, formuliert er in den 1950er Jahren seine «20 Sozialgesetze», die Milosz Matuschek in einem aktuellen Beitrag vorstellt. Wiederherstellung des FöderalismusDer Föderalismus befindet sich seit den 1990er-Jahren sowohl innen- als auch aussenpolitisch zunehmend unter Druck. Die machthemmende Wirkung des politischen Wettbewerbs wird durch mehrere entgegengesetzte Entwicklungen massgebend beeinträchtigt. Die verstärkten innerstaatlichen Zentralisierungstendenzen sind zum einen der mehrheitlich faktisch zwingenden Anpassung an das Recht der Europäischen Union geschuldet. Zum anderen legen Bundesverwaltung und Bundespolitik die Bundeskompetenzen zunehmend extensiv aus. Jürg M.
