Do budget grocers have a harmful effect on neighborhoods? -- After a long delay due to residents protesting, a Save A Lot store finally opened in Chicago, on the city's impoverished west side, replacing a Whole Foods that closed in November. A recent study showed that budget grocers like dollar stores can have a harmful effect the neighborhoods they occupy. Are the residents right to protest?
