Morris. Added series stars Jane Fonda and Lily Tomlin, “We’ll miss these two old gals, Grace and Frankie, as much as many of their fans will, but we’ll still be around. We’ve outlasted so many things – just hope we don’t outlast the planet.” Season six premieres in January. The Media Rating Council issued a final version of its Cross-Media Audience Measurement Standards, with provisions to guide the measurement of video advertising and content delivered through television, OTT and digital, both desktop and mobile. “With the release of these Standards, the industry now has clear path to produce cross platform metrics that will allow for greater analytical insights into video audiences, both within and across platforms, and to better facilitate cross platform advertising commerce,” said George W. Ivie, Executive Director and CEO of the MRC. “We believe this represents a major step forward, as well as a culmination of the 3MS initiative efforts that have led to it.” The most notable change in the final draft of the Standards from the public comment version is a revision in guidance on the previously introduced Duration Weighting provision. This calculation is now subject to a relative approach (the duration viewable is divided by the advertisement’s creative length) as compared to the previously proposed provision, which used an absolute approach (the duration viewable divided by a static 30 second denominator). The adjustment was a result of feedback received during the public comment period. Google will pay a record $170 million fine to settle claims that YouTube illegally collected tracking information from viewers of its channels directed at children without obtaining parental consent. A 1998 law restricts the online collection of data from kids. In a blog post, YouTube CEO Susan Wojcicki said the company will “limit data collection and use on videos made for kids only to what is needed to support the operation of the service. We will also stop serving personalized ads on this content entirely.” Acknowledging the impact YouTube’s changes will have on creators of child-directed content, creators will have four months to adjust before the changes are put into effect. “We recognize this won’t be easy for some creators and are committed to working with them through this transition and providing resources to help them better understand these changes,” said Wojcicki in her blog post. YouTube also announced a $100 million fund to invest in children’s content. Challenges have been filed regarding the validity of incumbent Gabrielle Carteris’ win in SAG-AFTRA’s presidential election. The actress’ role in reboot BH90210 as the president of the fictional “Actors Guild of America” served as a “not-so-subtle national commercial,” said one claim. “We’re confident that Gabrielle and her campaign scrupulously adhered to the law,” responded Carteris’ campaign. Dwayne “The Rock” Johnson left his honeymoon early to step in for his Jumanji co-star, Kevin Hart, as a guest on the first episode of The Kelly Clarkson Show, set to air September 9. “Because Kevin couldn’t be here, one of his good friends stepped the heck up and I love him,” Clarkson said during her debut taping, adding, “his wife probably hates me.” Hart was injured Sunday night in a car crash. Gambling platform Fox Bet has launched in New Jersey, giving users access to sports news, commentary and analysis along with betting on live sports. PRODUCTION & DEVELOPMENT A cryonics drama from writer David Slack, Josh Berman (Drop Dead Diva) and Sony Television has been put in development at NBC. Untitled project focuses on a billionaire and the people he gathered to cheat death by having their bodies frozen. Hulu ordered a pilot for comedy The Ms. Pat Show, from Imagine TV, Lee Daniels Entertainment and Fox 21 TV Studios, based on Ms. Pat’s stand-up comedy. Hulu is also developing Margaret Atwood’s “The Testaments,” sequel to the author’s “The Handmaid’s Tale,” with MGM. Handmaid’s Tale showrunner Bruce Miller is involved in the discussions. “The Testaments” comes out September 10. Julia Redpath has been named Executive Producer of ABC’s Sunday morning current affairs show This Week. Redpath was most recently Deputy Managing Editor at NPR. Production group All3Media America is partnering with Relevé Entertainment, the multi-platform production and talent partnership company founded by faith-based entertainment impresario Dr. Holly Carter. STREAMING NEWS Gusto TV is launching on AVOD platform Freebie TV. “Five years ago, the technology to seamlessly launch a channel in a new market didn’t exist. Fast forward to today and our team is onboarding Gusto TV faster than it takes to make a French omelette,” said Chris Knight, President and CEO of Gusto Worldwide Media. Netflix may be binge central in the U.S., but the streamer is experimenting with the weekly release of one original series, hip hop competition Rhythm + Flow. “In the hopes of keeping Rhythm + Flow’s winner a surprise, we’re trying something new! but not happening with more shows than that,” tweeted Netflix. Viacom-owned Pluto TV is now available in Germany, Austria, Switzerland and the UK, through a deal with Apple. “Our goal is to entertain the planet and reach audiences where they are, be it at home on the TV screen or on the go on their mobile device,” said Olivier Jollet, managing director Europe at Pluto TV. “Launching on Apple TV and Apple mobile devices in German speaking markets and the U.K. is the perfect way to do so.” IFC’s new streaming channel, IFC Films, is expanding to Apple TV channels in the U.S. and Canada, reports Deadline. Subscription for the service, which includes titles from IFC Films, Sundance Selects and IFC Midnight, costs $5.99/month. TECH TALK Crowd-sourced writing solutions company Write Label unveiled a proprietary software platform that manages TV script projects, and is customized to interface with enterprise customers. Recently, the platform worked with 12 local U.S. TV station groups for a pilot program that included only revenue from new or lost opportunities, or past clients that had not renewed within the last year, and resulted in a total of over $800,000 in closed new revenue and more than $4.5 million of pipeline expansion from across 687 projects on the Write Label platform. “This tool has the potential to increase revenue for media companies by providing fast, quality content,” Write Label CEO Gideon Stein said. “The results of the 90-day pilot greatly exceeded our expectations and the sales executives involved stated that the quality of the scripts and speed of responses allowed them to accelerate their sales dramatically.” The IAB Tech Lab has come up with a solution for standardizing data collection and improving privacy settings. The “standardized identifier” would be set up as a public utility, and improve the way advertisers identify audiences without giving away information about individuals. Companies that want to access the standardized identifier would have to agree to conditions like “consistently demonstrate compliance to the privacy preferences.” ADVERTISING Total TV advertising is projected to be down 4% for the year, according to MoffettNathanson, hitting $76.1 billion, versus $79.3 billion for 2018. An Olympics- and election-fueled 2020 is expected to rise 4%. “If the economy is on the brink of a recession, the strong demand in the TV scatter market - as seen in massive CPM inflation - would be an unusual and atypical data point,” said analyst Michael Nathanson. “Even though viewership continues to fall on TV, these core national advertisers are keeping TV ad spend afloat.” GroupM updated its tracking of economic indicators, citing concerns around the health of the global economy since the company’s Business Intelligence unit issued its mid-year update in June. Ad spending will be “neutral to negative versus last year,” cautioned Global President Business Intelligence Brian Wieser, who also pointed to possible opportunities. “As we can anticipate that most marketers will cut their spending, marketers with the flexibility to do so could benefit from maintaining or increasing spending given the relatively inexpensive opportunities to raise ‘share-of-voice’ that would exist under these circumstances,” wrote Wieser. “An economic downturn environment may, in fact, provide marketers and opportunity to grab greater share.” Industry group Television Interface Practices released a white paper identifying media agencies’ priorities and highlighted the benefits of automation in local broadcast TV advertising. Based on a survey, TIP identified a consistent set of benefits and priorities for automation including streamlined buying workflow; buying back-office efficiency and better media performance. Most agencies stated that they see a path toward increasing their local TV spend if a change in automation and accuracy is introduced. “Automation and operational efficiency are crucial to future-proofing the local television buying process; these two areas of improvement are essential to achieve a step change in the industry and to continue to drive local television investment,” Jennifer Hungerbuhler, EVP of local investment, Dentsu Aegis Network, was quoted as saying. The combined Upfront and Scatter market average cost for a 30-second unit on a regular season NFL game broadcast on CBS, NBC or Fox hit its lowest level last season since 2015, according to data from SQAD’s MediaCosts: National database. Additionally, each of the three networks, along with ESPN, saw a decline in the average cost for an in-game 30-second unit from 2017 to 2018. NFL1 was the only outlet analyzed to show an increase.
