1845 - Being without a formal government in the City of Nauvoo, the Saints resorted to unique ways to keep the peace. Brigham Young records, “Elder Richards and I attended a deacons’ meeting. The deacons have become very efficient looking after the welfare of the saints; every part of the city is watched with the strictest care, and whatever time of night the streets are traveled at the corner of ever block a deacon is found attending to his duty” (History of the Church, 7:399).
