States move to preserve birth-control coverage requirement Five states are seeking a preliminary injunction to halt implementation of federal regulations announced last month scaling back the Affordable Care Act's coverage requirements for birth control by allowing employers to stop offering coverage of contraceptives on moral or religious grounds. California, Delaware, New York, Maryland and Virginia argue that the rules violate the Constitution's separation of church and state, and they say the administration failed to provide the required notice and comment period.
