What else we're watching:
Minneapolis Mayor Jacob Frey is not required to employ a minimum number of police officers. That's according to a state appeals court ruling Monday that overturned a lower court's decision last year ordering the city to boost police staffing levels. Frey says that he'll hire more officers anyway.

Today is the deadline for lawmakers to avoid business tax hikes. And there's still no deal. Legislative leaders met with Gov. Tim Walz Monday but  couldn’t reach a deal on refilling the state’s unemployment trust fund and repaying a debt to the federal government. State officials have repeatedly said the deadline is Tuesday to take action and avoid tax increases on businesses but Democrats continue to argue that employers have more time to submit payment.
