• Just before the Bangor Humane Society opened at noon on Monday, Bangor's animal control officer walked Rose, shivering and limping, into the shelter’s lobby. It was the end of an ordeal that began on Thanksgiving, when Rose ran away during a walk in Bangor.

• Most hospitals in Maine have at least one sexual assault forensic examiner, but currently five of the state’s 34 hospitals with emergency departments do not. When hospitals don’t staff these positions, they risk harming the progress of a criminal investigation and providing optimum physical and mental health care, according to the U.S. Government Accountability Office, which has studied the issue. The collection of DNA evidence has been shown to increase the likelihood of prosecution.

• If you’re still out there, Jenny Brown, someone beach-combing at the tip of Cape Cod has found the message that you placed in a bottle more than 36 years ago.

• The key question in the case over the payments is a civic one: Can Congress repeal a law without explicitly repealing that law? The result of the case could mean tens of millions for Community Health Options of Lewiston — which has struggled financially in recent years — and could be a preview of future decisions in court cases around the embattled but still surviving Affordable Care Act.

• In November 2018, through a non-binding referendum, Rockland voters said they did not want adult-use marijuana stores in downtown. Despite this vote, the regulations being considered by the City Council would allow retail marijuana stores to operate anywhere in the city, aside from residential zones. Councilors have pointed out it was a close vote with a margin of 56 percent to 44 percent.
