President Donald Trump recently discussed sending Americans checks with whatever savings Elon Musk's Department of Government Efficiency comes up with after dismantling parts of the federal government.

But the man who came up with the plan, a 30-year-old investor named James Fishback, envisions the money going only to people who pay more in taxes than they get back.
