TO ARREST ABUSE: Since the COVID-19 pandemic began, activists have pointed to an alarming rise in domestic violence cases in New Orleans, coupled with more serious injuries to victims, many of them inured to regular beatings and threats. But over the past three months, things have gotten a lot worse. Thus, city officials are creating a new program aimed at reducing the number of repeat offenders by focusing on rehabilitation rather than punishment.
