Good morning Voornaam

We've over hump day and past the UK Budget - and that means it's now Halloween. In the meantime, we can exclusively bring you some good news - the beloved torchlit procession at Hogmanay will be returning this year. Our Arts and Culture Correspondent Brian Ferguson brings you the full details here.
