Reality check – the AU’s failure to silence its guns

Leaders from across Africa have gathered in Ethiopia for the 33rd African Union (AU) Summit, which was held under the theme «Silencing the Guns». The topic reflects an ambitious goal, set in 2013, to end warfare throughout Africa by 2020. Despite some positive developments in Sudan and the Central African Republic, warfare still rules many African countries, such as Cameroon, Somalia, or Libya, a case where the Union wishes to have greater involvement. Therefore, the South African President Cyril Ramaphosa, who assumes the AU chair for 2020, has set the Libyan Crisis as his top priority and will continue to work towards a peaceful continent.

Zollschema als Werkzeug für Entwicklungshilfe und Menschenrechtsförderung? 

«Everything But Arms» (EBA) heisst das Zollschema, das als Entwicklungshilfe gedacht ist, mit der Länder wie Kambodscha zollfrei in die EU liefern können. Deswegen produzieren Unternehmen wie Adidas in Kambodscha. Allerdings hat sich die Menschenrechtslage dort so verschlechtert, dass die EU nun offiziell den präferenziellen Zugang zum EU-Markt einschränkt, um Druck auf die Regierung auszuüben. Doch China kann Kambodscha finanziell aushelfen, weswegen die europäische Massnahme die Menschenrechtssituation nur minimal beeinflussen kann. Wird Kambodscha die Handelsbeziehung zu China nun verstärken und sich von der EU abwenden? Welche Auswirkungen hat das auf die Menschenrechte?

Europe : Vers une accentuation du clivage Est-Ouest ?

En Ukraine, le recensement démographique récemment publié par le gouvernement montre que le pays a perdu 15 millions d’habitants durant ces trente dernières années. Ce phénomène démographique s’étend à la plupart des pays de l’ancien bloc soviétique et les perspectives voient même la tendance s’accentuer. Selon les projections de l’ONU, les dix pays qui perdront la plus grande part de leur population d’ici 2030 se situent tous dans cette région. Déjà divergents au niveau économique et politique, ces évolutions pourraient encore davantage creuser le fossé entre les anciens pays communistes et l’Europe de l’ouest.
