Ökozid als internationale Straftat?
Die Forderung, Ökozid unter internationales Strafrecht zu stellen, erhält vermehrt Zuspruch von Politikern und Entscheidungsträgerinnen weltweit. Unter dem Begriff, dessen juristische Definition gerade ausgearbeitet wird, versteht man die schwerwiegende Gefährdung der Natur oder die grossflächige Zerstörung eines Ökosystems. Ziel einer internationalen Kampagne ist es nun, dass Menschen für Verbrechen gegen die Umwelt vor dem Internationalen Strafgerichtshof (IStGH) verurteilt werden können. Zahlreiche Länder, darunter mehrere Inselstaaten sowie Frankreich und Belgien, unterstützen das Vorhaben. Die BefürworterInnen hoffen, dass Ökozid als Mandat des IStGH nicht nur strafrechtliche Auswirkungen haben wird, sondern auch einen gesellschaftlichen Wandel in der Wahrnehmung von Naturschäden herbeiführen wird.

Le TIAN: vers la fin des armes nucléaires ?

Le Traité sur l'interdiction des armes nucléaires (TIAN) vient d'être ratifié par un 50e pays lui permettant ainsi de rentrer en vigueur en janvier 2021. Bien que la Suisse s’engage en faveur du désarmement, cette dernière ne signe toujours pas le TIAN malgré son adoption en juillet 2017 déjà, déclenchant les critiques des ONGs. Alors que la méfiance entre États possédant l’arme nucléaire ne fait qu’augmenter les risques d'intensification des tensions, les militants pro-abolition espèrent que le traité aura un effet stigmatisant quant à la possession des armes nucléaires. Cependant, l’absence des neuf puissances nucléaires mondiales du TIAN rend le texte chancelant. Pencherons-nous du côté d’un symbolisme militant ou d'une réelle efficacité?

Yet another Himalaya border conflict? China lays claim on Bhutan territory

As the New York Times reports, China has built a village on an disputed landstrip also claimed by the Kingdom of Bhutan. The tactic of brushing aside neighbour’s claims of sovereignty by «unilaterally changing the facts on the ground» has been employed before in the South China Sea. There, China fortified shoals also claimed by Vietnam and the Philippines. The village is located near the Doklam Plateau, an area where the borders of China, India and Bhutan converge. Back in 2017, China’s plans to build a road in this part of Bhutan had already caused a standoff between Indian and Chinese troops. That time, however, an escalation was prevented. The latest construction work in the same area now manifests China’s presence near a narrow piece of Indian territory called ‘the chicken neck’, which connects India to its northeastern states. With no compromise in sight on the brewing Indian-Chinese border conflict in the Ladakh area, will this Chinese village open another front of confrontation?
