Des pourparlers de paix sur la Libye ont repris récemment à Genève, suite au cessez-le-feu décidé à Tunis en novembre dernier. Ceux-ci doivent déboucher sur un exécutif temporaire devant diriger le pays jusqu’au mois de décembre, dans un pays miné par une guerre civile depuis 2014. Bien qu’une solution rapide soit exigée, la réalisation de l’objectif des négociations semble semée d’embûches. Les délégués aux Nations Unies doivent choisir des personnalités issues des principaux camps rivaux : le Gouvernement Fayez el-Sarraj et l’Armée nationale libyenne. La situation sanitaire ralentissant les négociations, la Genève internationale maintient son importance dans ces pourparlers qui pourraient offrir des opportunités quant au règlement de la situation migratoire en Méditerranée.

Last week, President Biden delivered on his promise to rescind the Global Gag Rule (GGR) which has had catastrophic effects on women’s access to sexual and reproductive health and rights (SRHR). In September 2020, the European parliament published a study on the EU’s response to the US Gag Rule, detailing the measures taken by EU member states as well as mapping out challenges in providing aid to developing countries against the backdrop of the US policy. While health providers worldwide welcome the recent reversal of the Gag Rule, many NGOs are still hesitant to reinvest in abortion-related work for fear of its reinstatement under the next president. Therefore, as long as the Gag Rule is not permanently repealed through legislation, the question remains relevant: What action will EU member states take to ensure a continued promotion of SRHR?

Hoffnung auf Abschaffung der Todesstrafe in Saudi Arabien

Saudi Arabien hat letzte Woche drei Todesstrafen für junge schiitische Männer, welche für ihre Teilnahme an regierungskritischen Protesten 2012 verurteilt wurden, in Haftstrafen von jeweils zehn Jahren umgewandelt. Einer der Männer war der Neffe des prominenten schiitischen geistlichen Scheichs Nimr al-Nimr, welcher eine zentrale Rolle in den Protesten 2011 gespielt und dessen Hinrichtung international, vor allem aber zwischen Saudi-Arabien und dem Iran grosse Spannungen ausgelöst hatte. Dieses Urteil bestärkt die Umsetzung der vor Jahren durchgeführten Justizreform, welche den Einsatz von Hinrichtungen einschränkt. Diese revidierten Urteile wertet Human Rights Watch zwar als positives Zeichen, bezeichnet sie aber gleichzeitig als Anfang einer vollständigen und transparenten Überarbeitung von Saudi-Arabiens Strafrechtssystem.
