Juveniles and Angola: A federal judge in Baton Rouge is hearing arguments this week in connection with Gov. John Bel Edwards’ plan, hatched earlier this summer, to move a couple dozen teen prisoners from the troubled youth jail in Bridge City to a building at the state penitentiary at Angola. Following a series of escapes and other problems in Bridge City, Jefferson Parish elected officials said they want the place shut down. Edwards offered the Angola plan as an alternative, but it has been fraught with controversy. One of the juveniles who escaped from Bridge City is accused of shooting a man Uptown during a carjacking while he was on the run. Our partners at WWL-TV had this update on that carjacking victim.

Delayed: The new, $1.3 billion (with a B) airport terminal in Kenner isn’t always the easiest place to the get to. Blake Paterson has the latest on when those ramps might be finished.
