TEENS KILLED: Two teenagers were killed and four more were injured early Monday morning when shots rang out at a house party in the Lower 9th Ward, the 12th mass shooting in New Orleans this year. Police released few details about the possible motive during the day and have not publicly identified any suspects. The teens were described by friends and family as a “gifted athlete” and a “beautiful soul.” INSURANCE WOES: Like many states, Louisiana has a safety-net to make sure people whose insurers go bankrupt can still get their claims covered. But as insurer failures surge, the Louisiana Insurance Guaranty Association — known as LIGA — is now looking at ending the year with more than 25,000 unresolved claims, 17 times as many as in a typical year. That means delays and other problems for homeowners seeking settlements and has required LIGA to borrow $600 million to cover its costs.
