Ashley Perry is an advisor to the Middle East Forum’s Israel office. He served as adviser to Israel's minister of foreign affairs and deputy prime minister in 2009-15, and has also worked with Israel's Ministers of Intelligence, Agriculture and Rural Development, Energy, Water and Infrastructure, Defense, Tourism, Internal Security, and Immigrant Absorption and as an advisor to The Negev Forum. Originally from the UK, he moved to Israel in 2001. He holds a B.A. from University College London and an M.A. from Reichman University (IDC Herzliya).

Houthi Attacks: Evolution and Implications

Yemen’s Ansar Allah (known as the Houthis) have November 2023 attacked commercial ships in the Red Sea, the Gulf of Aden, and the Arabian Sea. Their campaign, presented as a show of solidarity with Hamas, has grown in complexity and lethality. Strikes against by American, British, and now Israeli forces against Houthis military targets in Yemen have not had the intended deterrent effect, as attacks continue to disrupt maritime traffic and global supply chains. Why have Western efforts been so ineffectual? Will a ceasefire in Gaza cause the attacks to cease? How might the Houthis expand their new-found leverage?

Noam Raydan, a senior fellow at The Washington Institute for Near East Policy, specializes on energy and maritime risks. She was a geopolitical analyst and a tracker of sanctioned oil tankers at ClipperData (now Kpler), a New York-based energy-market research firm. Her work has appeared in The Wall Street Journal, Financial Times, Forbes, and elsewhere. Ms. Raydan holds a B.A. in journalism from Johns Hopkins University and will start an M.A. in sustainable energy, also at Johns Hopkins.
