Phoenix, Arizona is known for having stellar roads, but even they can get congested on busy days. To relieve the traffic, the city installed HOV lanes that require 2 or more passengers to use. So far, they do a pretty good job of helping crowded cars get from A to B, but some frustrated commuters are willing to skirt the law to get out of traffic. If a cop catches them, it's all over — which is why some crafty lawbreakers go to extreme lengths to make use of the carpool lane.

A perfect example happened around the turn of the new year, when a police officer noticed an HOV passenger looked a bit too skinny to be real. After pulling over the driver, the officer founda plastic skeleton wearing a camo bucket hat. Although the officer probably had a laugh over the whole thing, he's likely seen it before. Over 7,000 cases like this happen every year.

We can only imagine what the dashcam video of the encounter looked like.
