  The federal government's legal authority to spend money largely expired as of midnight Friday, forcing the Trump administration to prepare for a partial shutdown at least through the weekend. But officials hope the 2018 shutdown will be shorter and milder than the 16-day impasse in 2013. As the midnight deadline passed, lawmakers continued to scramble for a short-term spending deal to keep the government open.
