Minneapolis police to be investigated for civil rights violations. In the wake of the police killing of George Floyd, the state Human Rights Department is launching an investigation into the Minneapolis Police Department’s policies, actions, procedures, training and practices for the last 10 years. Gov. Tim Walz and state leaders have vowed that the probe would not end in a report tossed on a dusty shelf. MPD used a neck restraint tactic at least 237 times in the past 5 years. The specific tactic used by former officer Derek Chauvin has been widely denounced, but according to analysis from NBC News , Minneapolis police relied on some form of neck restraint at least 237 times in the past five years. In 44 of those instances, the people being restrained lost consciousness.
