A Sangamon County judge could decide Tuesday whether Derek Potts should be released from a locked psychiatric hospital to live in a less-restrictive setting - a Chicago nursing home - after he was found not guilty by reason of insanity in 2006 in the shooting death of a Capitol security guard.
