DRUG DATA: After two years of preparation, the Orleans Parish district attorney’s office has launched a map of drug overdoses geared toward detecting spikes in real time. At the same time, it's creating a narcotics division, which DA Jason Williams paints as an opportunity to direct resources to drug users in need of help while punishing those who prey upon them.
