  In a clash between privacy advocates and security hawks, the House voted Thursday to extend a controversial government surveillance program after rejecting proposals to scale it back. The White House and the intelligence community had endorsed extending the so-called Section 702 surveillance program, but President Trump muddied the waters Thursday morning with a tweet suggesting the FBI had used the program to spy on his campaign.
