You might spend your whole life following the rules – paying your rent, paying your tax, paying your car rego, driving at the speed limit.
But at the same time, there’s a whole world that operates almost in parallel, where trillions of dollars change hands between people who are breaking the rules.
And – according to one expert who spoke to Background Briefing this week – 99 per cent of the time, they get away with it.
