Russia's full-blown invasion of Ukraine was launched just a few days after the Munich Security Conference 2022. The brutal war has led to enormous suffering and has exacerbated crises around the world. Is the war an indicator of a more violent world, in which impunity prevails? Or can it be a catalyst for a global recommitment to a rules-based international order?
